Umm, no it can't. I don't use IE. Some sites use pop-ups for useful purposes, the browser has a hard time distinguishing between legit and non-legit pop-ups. It all comes down to proper coding. Most of the time they can determine between a legit and non-legit one, but they are not 100% accurate. I would say roughly 80%

I use POW! for blocking my pop-ups. It's free and it's totally customizable so you can still get pop-ups you need if neccessary.

The new beta google toolbar blocks popups for IE.
