Default World's First Fatwah against Osama

The AP says today that the Muslim Imams in Spain have issued an edict (fatwah) against terrorism and Osama Bin Ladin. Great idea, except it appears to be the first such Fatwah issued against OBL.

WTF?

He called it an unprecedented condemnation of bin Laden. "We felt now we had the responsibility and obligation to make this declaration," he said in an interview.

"I hope there is a positive reaction from Muslims," he added.
Maybe they were just waiting to see if people would just forget about it? I don't know what took them so long, but what happens if there isn't a positive reaction from Muslims (and why would there not be - there's obviously some question in the speaker's mind)?

It is just so hard to understand what motivates people to do these things. I have understood "killing in the name of God", what ever God that might be.

On a different note: On the anniversary of the train bombing in Madrid the city observed five minutes of silence and stood still. Do you think that it would be possible for Americans to stand still for five minutes without saying a word at 07:37?
