I think what he means is that the car had a small brake problem when it was purchased new and thats the reason why is like that now

It doesnt really seem like a scam- its just some guy selling a parts car- its not gonne be cheap when you consider the price of lambo parts

I allmost bought a ferrari 275 bodyshell and chassis once on ebay
