just bump them up to 45 psi..no flatspotting..

I've done this all my life, and never had a problem.

You can also get tire cradles to help out.

not withstanding all of the other excellent recommendations, really, all you have to do is move the car around every few days.....

nothing major....just pull it out of the garage and drive it back in - problem solved!

This is quite true, however, unless he's willing to run it for a few minutes after 3 bars, he'll never get all the condensation out of the exhaust system. It would be like driving a couple blocks down to the corner store every couple of days 'cept the car won't have any load on it and it's not good to rev it with no load. And I'm not so sure only idling it for all that time is good for it either.
