it's stops people from spamming the site with a ton of posts.

 

do down to the "fast reply" box, type in a message, and press the add reply button. as soon as the screen comes back up, do the same thing again. you won't be able to post within a specific time limit.

jake, jason, and other moderators don't have this setting, so they like to show off and put up 10-15 posts in a matter of seconds.
