You can transfer but They're still gonna require emissions on what you're transferring to.i mean unless it was registered in the non testing county. They don't care about your code, they just want that dolla dolla.

^ Nope. You don't have to emissions test if you transfer tags. It's the dumbest work around ever. All is fail though, we never renewed the plates before we sold the car. :/

try the transfer. Tell them you sold that car to buy another car and the deals kept falling through therefore no new car to transfer them to until now. They gotta buy that one. How could they not? Transfer tags, no emission test, Pete wins.

I still think you would need to test, because even if the deal happened in time, they expire when they expire. When they expire you have to test
