Running test pipes on the street is just selfish. "Screw everyone else, I'm going to turn my LEV into a gross polluter for 2 or 3 hp".

Those of you who don't get it s/b forced to go live in Shanghai, Taipei, or Penang for a few weeks. I used to think the EPA was a PITA, but my travels in Asia made me see the light and appreciate their role in reducing pollution.
