Chrome
Actually just about any place can do it. call up your local discount tire store. when I worked there about ten years ago, we'd do it for anywheel: ~$125 for polishing and ~$150 for chroming. Those prices are 'per wheel'. So you are looking at roughly $600 bucks and maybe a few extra dollars for shipping. The dealership is making a few dollars on that deal if you go with them.
Keep in mind, most chroming is sent off to someone else to do, so guesstimate about a week to a week and a half of downtime.
Bad things about chroming - one chip or well, actually about 18 months into it, the chrome will start to flake off. Its evident in most Al wheel applications, mainly because of the ability or lack thereof, for the chrome to stick to the Al wheel.
