Man, those big tire/wheel packages cost like 1k. Plus, you'd have to buy the pc20 carburetor for the kit to fit?

Its because of the wheel slowing you down,not cause it wont fit.They wanna compensate.

Those polished wheels look money. If I got one, I'd go with the fatty tire, extended frame, gator skin seat, and polished wheels.

quick noob question, i know the first post says that all you need is a moped license.. but i looked over the txdps website and it kinda confused me a bit. lol.

Yes, you will need a license. The Ruckus is only 49cc's but has an attainable speed of 40mph. It also produces around 3-4bhp.
