Tony the wheels you posted are of bad quality. You have a good size budget and can get better wheels for sure.Let me do some investigating and i'll post some better choices for you.If there is a spoke style you prefer then lmk.Ultimately its your $ and choice,im just giving you my 02. cents.
this man and Tristan (s2kpinoy) both can help both have been through a majority set of wheels.

with 1100 rim only budget. i would look on the s2k marketplace. you can find steals of deals. i.e. i sold my work emotions with tires for 875. they looked pretty damn good on my car as well...

The 1st wheels are trash I know. just wanted a color option. Iv been looking around at a ton of wheels for some time now. I call a wheel dealer and talked to a guy that has an 06 s2000 and he stated what size and offset with what tires for he works at a wheel shop and has gone threw a ton of wheels and tires on the S and knows some great set ups. He went threw about 20 diff wheels but Iv looked at 100's online. The wheels i ended up getting just came out 3 weeks ago. So I know i wont see them on every other honda out there. Im over the whole blacked out wheels and black with chrome lip. Just wanted to do something different i guess. Also that was the look i was going for. If it comes down to them not looking right on the car Ill just post them up online and sell them. Any who.... We will see. Also I just ordered a set of S.Tech Lowering Springs by TEIN. So i guess we will see with the drop and all. I can always sell and get different ones. Never stuck...

I will post pics after the install of the wheels and springs. Like iv said... If it looks like crap ill post them up for sale in craigslist and keep the new tires and find new wheels. Its just hard to find wheels that look good and a red S. And with me over the whole black out wheels, Gold, and the black with a chrome lip setup.. well,,, that dont leave much. Just glad im not buying $3000 BBS and not liking them afterwords.
