If he can afford to bribe someone to break the law (and risk losing their state certification for doing inspections), then he can probably afford to go get a headlight (or headlight cover) out of a junkyard.

And, yes, if you have an O2 sim or CEL fix, you should pass inspection. All they do is pull the OBD2 codes. They don't do a sniffer test.
