It is my understanding that if they issued you 2 plates, you are still required to display both plates.

That's a House Bill, not a Texas state law. My understanding is that the bill never made it out of committee even.

we can't put all those convicts who are making the plates out of a job.

Oh yeah, there is one more reason, the cops need a good target for the laser guns. We can't lose all that ticket revenue or all the kids won't get the new equipment for schools and teachers won't get raises, ad infinitum
