If they were going to give you a FP Ticket I would have thought they'd have issued it there and then. If they haven't given you one we have to assume that they feel the speed you were doing was unsuitable for FP disposal.(Too fast)
Gawd knows what they mean by 'Excess Speed'. Excess speed can be 31 mph or 90mph (in a 30 limit). Either way, it's their call and no-one elses - in the first instance at least. They're the ones who witnessed your driving and they'll be the ones who give the evidence.
The should really have given you a verbal NIP for speeding. It's not mandatory that they do, but presumably they have told you that the facts will be reported? If they give a verbal NIP it serves the purpose of giving you an NIP AND telling you the facts will be reported... Nothing magical about an NIP it's simply... "The facts will be reported to The Chief Constable for consideration of the question of prosecuting you for exceeding the speed limit"
Most forces follow up with a written NIP within 14 days anyway to do away with any argument about whether or not it was given at the time.
A fair few strange encounters with cops have cropped up on 5ive-0.com where eventually the the poster has heard no more about it. It can only be good I suppose if you're on the receiving end, but I find it pretty pathetic that they can't make their minds up to either do you or administer a swift bollocking and have done with it.

I was 'hit' by a laser from a cop car on a bridge, travelling in a queue of vehicles down the m40 doing 86 at the time. ie - everyone was doing the same speed. Not sure of it was scatter or a direct shot on me.

Well if they're saying 90 in a 50 Gad, I can see why they might be thinking Rich should be arraigned before their nibships! What I can't understand is why they can't make up their minds what they're doing there and then. If the idea is just to leave the poor guy sweat, then I think it sucks and is highly unprofessional, but there does seem to have been a few instances of that of late.
I wont take the bet Gad thanks, and I hope for Rich's sake you're right. It makes 'em tossers though in my book!
Rich.... did they give you a producer or ask for your docs? Rich did they say by what means they'd measured you or if they did? If was on speedo they need to follow you at a set distance for a while.

It has to be sent, rather than received, within 14 days of the incident, San. There's provision made for it to be received a short time after the expiry of the period so long as it is served (i.e. posted) within it.
