So .. this one is either a repaired write off, or someone doesn't know what they are selling ...

I'll hazard a guess.
Person is not even in this country, the car isn't really t heirs to sell and when some idiot clicks 'buy it now' without going to see it, their funds and the car disappear into the blue distance. By the time it's too late, the PayPal account has had the link to whatever Bank Account was being used removed and you are left with no car and a 5k loss.

Postcodes on the ads match up, I reckon that's an error in listing on the bay or just trying to drum up interest by having a low price on the ad.
As it's a classified there's no BIN on the ad, if there was I'd be mighty suspicious but I reckon this is just good old fashioned PEBCAK computer usage.
