Are you sure the installation could not have allowed the element to pull more amps than intended. (i.e. - is there a partial short somewhere on the output side of the controller)?
If you have checked this and it's OK the I'd agree it's bad controller design. It's unlikely to be a fault as they both show the same problem.

This is what makes me think it's my wiring or something as both the modules have the same problem. As you say, in reality, what's the likelihood of me getting 2 faulty parts exactly the same in 2 seperate kits.
So....
The manufacturer came back and advised that the problem was caused by my combining the earth wires together.
They reckon their installation instructions state this, which is
as they're written with a single installation in mind.
Obviously I'm more than happy to seperate both the lives and earths if that's what it takes but I'd like to be sure that it'll solve the problem.
Anyone think they're right?

sound like BS to me, there not actually an earth on a car as it is a "negative earth" what the difference is of conecting the wires independantly to the chassis will do is **** all, long as you were confident there good conections it will have made no difference.
