Its a starting bid on an auction.
I guess he is hoping people will bid up given the waiting time for these vehicles. It reads pretty ok to me. I reckon he will bottle and end early though if he doesnt see a decent price start to appear in the bidding.

The airscarf system is a must in these vehicles allowing you to drive with the roof down in winter with hot air being blown on your neck along with the heated electric seats.
