Might be worth locating the fuse for the soft top.
My guess would be a bad connection at the switch or the switch itself is faulty (but it's only a guess!)
At the risk of being an ass, how do you know it goes down but won't come back up????
Can you manually get a top up once it is down?!
Presumably it went down and hasn't come back up since? So could be fuse?

If it's not the fuse, try the sensor wires under the handbrake.
i followed the manuals advice to get the top up by disconecting the plug under front passenger dash but then reconected it to find same problem when top was lowered, fuses ok . help will ring honda
