Mudflaps
The mudflap thingies which Honda absent mindedly put infront of the wheels??
2 theories - an aero-aid or to deflect water away fron the wheels in heavy rain.
I go for the rain theory as my wife's Stream has them as well!

My first thoughts were for deflecting stuff away from the tyres (Air/water).

they are for warning you you might scrape the underside on a curb when your hanging your front end over it.

They are there for aerodynamic reasons. If you remove them you will increase drag, most noticeably at higher speeds and remove a few mph from your top speed. Economy will also suffer.
Most cars have them these days (some smaller than others
)- just depends on the cars aero that's all. A major part of a cars overall drag is due to the wheels/tyres.
