Although the softtop really needs changing, the worst part is the worn rubbers surrounding the windows. Are these supplied as part of a new top, or are they a seperate purchase, and if so how much?

Use Holts silicone & rubber lubricant; unless they are too far gone, it will plump up even severely neglected neoprene.
