It's art. It's not a car, as such.
A lot of effort goes into such a piece, unlike a lot of 'splashy' F-art that painters do that seemingly expresses the emotional maturity of a four year old.
So is it high art? WGAF! Like John Cleese as the pope, "I want ONE last supper, with ONE messiah, TWELVE disciples and NO bloody giraffes. I may not know much about art, but I know what I like!"

In answer to your question - the purpose is to demonstrate the abilities of whoever built it.
As a car it is totally overdone and impractical - as a capability statement its as it should be and therefore is simply a piece of marketing which is more effective than brochures.
