Weather: Neither is that great. When it's nice, both are awesome - warm and not too humid. That's only 2 or 3 times a year though
Milwaukee gets bitter cold in the winter - sub zero is not uncommon. Snowfall isn't too bad. I personally prefer Portland's dreary to Milwaukee's cold. The S2000 is a viable year round car in PDX, not in MKE. Scenery: Portland hands down. There's nothing that will compare to seeing Mount Hood out your front window. MKE is mostly flat, some decent rolling hills north and west of the city. Portland feels a lot cleaner; Milwaukee is a fairly dirty city and smells of brewery most of the summer.
Driving: Portland hands down. I've only encountered a handful of roads in SE cheeseland that are 'good driving roads', and none are really scenic. Lots of good roads around Portland (as you're surely aware). Road quality is much better in PDX.
Activities: Milwaukee has more high level sports (NBA, MLB, AHL), Summerfest, great outdoor concert venue (Alpine Valley), and proximity to Chicago (1-2 hours to downtown Chicago). Portland has a lot more outdoors activities, though - good hiking, biking, etc.
Scenery: Tossup. Milwaukee, being a city of beer drinkers and sausage eaters, tends to be.... large. Portland, from my perspective, tends to be a bit on the homely side.
Nightlife: Tossup. Both have some good spots. I don't think you'll have a problem finding something that suits you in either place.
Little things: PDX is much more liberal than MKE.
is not as widely tolerated in MKE, though you can smoke (cigarette/cigar) and drink just about anywhere. You have to pump your own gas in MKE. There are no water fountains in WI, only bubblers.
