In Wisconsin this is only true for "salvage titles" if a car has a certificate of destructions it is my understanding that is can not be driven on the road again.... The only thing I can think of if it is true fixable get another vin tag from a "salvage" car.

Will me getting a other vin be illegal? I would love to get this car. Is there any place that I can call to really make sure? Are there ways around it? No illegal ways.

Well I got a pm from the owner of the car and he said if i do this it could work.?

A mechanic or dealer has to put a lien on the car. Meaning the "owner" did not pay for repairs. Once 30 days pass, the mechanic or dealer has the power to request a title from the state of IL. They'll issue them a clean or rebuilt title depending on the state.
