Cook county is 7%, so $1890 on a $27,000 car.

You'll pay sales tax anywhere you buy a car. If the dealer is legit, he will collect sales tax appropriate for where you live, not where he's located.

You save a ton in taxes when buying from a private party seller. If the car is over $15k then you pay a flat $1200 ish no matter if it is $15k or $50k. If you paid less than $15k then they go by how old the car is and you save a lot of money. The most then is around $250 and all the way down to $60 ish. It is better to buy from a private seller anyways because you get to talk to the owner and you have a better chance of negotiating without hassles.
