i'm running J's front and rear fenders. Question is do I need to cut the rear quarter before I rivet the fender "lip" to have any chance in hell of these fitting? I'm guessing I need to pull and then cut

 

You'd need to cut and rivet those over fenders on if you want these to fit safely.
