help me w/ offsets

this offset thing is confusing me, what exactly is it? +,-,0
does it work like this? higher the offsets = wider the rims
so if i want some 18x9.5 or 18x10 rims in the rear, will i need a small offsets? does it have anything to do with the speedometer?

18x9.5 for font....seems a bit wide for the front.
I have seen people use 8.5-9...and +65mm sounds about right (verify this for me).

18x10 for rear...you will need some high offsets also.
Someting like +75mm...verify this also.

Ask someone who has custom Fikse or HRE's what offsets they are using.
