Default H&R Spacers HELP!

I have a set of rear H&R 15mm hub-centric spacers. I haven't installed them yet, but here is my problem with them...

1) The hub ring is 12mm tall, not allowing them to fit my te37 wheels with center caps on. They hit the back of the center caps. I don't want to remove my caps for them to fit and I've figured out It will work if I have the hub rings machined down 4mm leaving 8mm left.
Q: is this acceptable/dangerous?

2) They don't exactly fit my car's hub ring without having to tap them in with a rubber mallet, thus making them a PITA to remove.
Q: is this normal? I thought they would EASILY slide on and off my car's hub ring.
Q: can I drill and rethread two holes on the spacers across from each other (for even balancing) so I can use a screw and push them out? Similarly to how you press out a hard to remove rotor using the screw holes already on the disk

You should be able to machine the face of the hub ring down with no issues. As far as the spacer fitting tight this is normal in my experience.

What about machining two holes opposite of each other to help drive out the spacers when I want to remove them?
I barely snug it on my hand and it was HARD to remove afterwards. I imagine when I mallet them on they will be VERY hard to remove by hand.

To remove them you could always give them a tap with a hammer or simply use a wedge to remove them. This would be preferable to further modification.

I have h&r also and I just use a small flat-head screw driver as a wedge when removing them

Are the spacers hub centric?

Honestly there is little need for the rings. They don’t perform any crucial function once the wheel is on and the lug nuts are torqued down. Either machine them down or lose them all together if they are a problem. Don’t compromise the integrity of the spacers by drilling into them just to accommodate the rings.
