Those widths can work fine and can provide you with a good amount of rubber, but it all depends on what offset. Post the offset in question or the available offset options you have and will let you know.

The offset is 18x9.5+35 and 18x10.5+22 but the guys at varrstoen say that some ppl just do the 18x9.5+35 all around

The 10.5 will not fit. The 9.5 +35 is doable on the rear with a full roll and 3 degrees of camber it will not fit on the front however.

Varrstoen is full of crap and just trying to sell you a set of wheels. Those sizes will not fit on a stock body s2000 even with rolled and pulled fenders. If you want to run super stretched tires I am sure one of the hella fail crowd will chime in about how we are all haters and how they fit if you run a 215 tire on a 10/5 in wide wheel. In order to fit these you will need wider front fenders like the downforce fenders and rear overfenders. This all translates to thousands of dollars in body work all to fit replica wheels. Take some time to see what other people are running and reading the wheel fitment sticky.

What if i go with the 17x9+35 and the 18x9.5+35 rear? Do i need to roll the fender at all?

That is a more "reasonable" combination and it will actually look more evenly staggered to the rear 9.5 of the same offset, compared to running the same all around. It also gives you a chance at easier fitment. However its still going to require full roll front and rear and some massaging/pulling of the fenders on top of that, with -3 camber all around to run reasonable tires. I would suggest to make your life a little easier without going with stupid narrow tires, run a 235/40 up front and a 245/40 in back. If you do that you can have a chance at not needing to pull the rear fenders and it will look good and perform good. The front you cant escape unless possibly you stretch a 215 rubber band on there which I don't recommend on a 9".
