I found some wheels that i like but the place i want to get it from only carries the 18x9.5 for the 5-114 w/ +25mm offset.now my question.Can i take it to a wheel shop and have the offset made to say +55 ?if yes how much would something like this cost?

Negative.

30mm is A LOT. It is about an Inch and 1/8 of milling. You'll be pretty much milling it down to the other side of the wheel. Sorrry duuuude.
