Default Problem setting toe

I'm having some trouble setting the rear toe on my 06 AP2. The passenger side adjusted just fine and is now 1/8" toe in. the driver side won't go past 0. I pulled off the adjustment bolt and it all seems pretty straight forward, turn the bolt and the wheel goes in or out. When I set it to it's lowest position, dropped the car, rolled it back and forth then checked, best I could get was neutral. Should I take a file to the hole and elongate it further to give myself a bit of toe in or am I just missing something?
