My buddy slid around a corner a while back and smacked both of the driver's side wheels on the curb. He used an electric sander with a high grit paper and then re-sprayed them with rustolium and you can't even tell he ever hit them at all.

If you can't do them yourself a bodyshop shouldn't charge much more that $25 per wheel then find a good powder coater and you're good to go.

From what Im told from wheel repair shops, JDM wheels have a different finish on the lips that can not be replicated in the states. If you fix one it will look different from the other 3 unless you do them all. Yes you can powder coat them. I got a qoute about 350 to prep and refinish my wheels in black.
