Default Wheel Sizing??? - Advertised vs. Actual

I've read countless threads on this website about wheel sizing, and I have never read that wheel width is based on the inside diameter of the wheel.

The 9' wheels that I ordered have an O.D. of 10"!!!

The section width of the rear tires is around 10.1" to 10.3, so there will be very little protection for the wheel lip.

The recommended wheel size for the 255/40-17 is 8.5" - 10". Is that O.D.?

10" wheels would be 11" wide. Isn't that too wide for the section and tread width?

The wheel size is measured to the lip of the wheel where the tires seat.
