Default White coating on wheels

I noticed today that there was a white coating around the lip of my Tenjins. Looks to be burnt plastic possibly from my fender liner maybe that got coated when the wheel was spinning. It is only on the polished lip and not on the painted coating. It seems that I can scrape it off and looks to be fine underneath but that would take me forever to do. If Im lucky I can start scraping with my nail and peel some off slightly. What could I use that is safe on the wheels to get it off. I was looking at the Mothers race rubber remover but unsure if that would help being that it seems to be plastic. Will post some pics once the sun comes up and I can take better pictures.
