Is there anything difference from the 17x9 +44 and the 18x9.5 +38? other than one is bigger and both are concave

The 18x9.5 +38 is going to stick out .5 inches(12mm) more than the 17x9 +44

Yes, and because it has a 6mm lower offset, you will have to roll fenders more aggressively. 9.5 +38 is really pushing it on stock fenders (if you use proper size tires).
