If I were to run Rotas in 17x7.5 with a 45mm offset while running a Saner front anti-roll bar would my handling be close to stock? Thanks...

 

With what tires? The lower offset will actually work better for handling but you would have to stay narrow on the tires. Because you would need to stay narrow on the rear I would say the stock set up would handle better.
