Default Is this normal?

I just got a new set of tires installed on my S and noticed this on one of the front tires, is this safe / normal? Would this pass a safety inspection?

Nope. Take it back to the installer. Either not seated correctly, or more likely, damaged during mounting.

Looks like the bead was damaged at some point.

There seems to be a cut or break just across from the spoke on the wheel.

I do not know if I would drive on that.

I would think there would be a noticeable vibration at speed.
