I take it you're not familiar with Japanese "kei cars". It's a special class of light vehicles with certain tax and regulatory advantages. Essentially, Japan encourages mfrs to make, and people to buy, vehicles in this class. Small, light, tiny engines. You'll never see one sold in the US.
