It's not a dog, it's a racoon.
Look at the forelegs - clearly it's been skinned and dumped (note the clean cut and the pulled pelt). Also note the fingers on the forelegs - those aren't remotely close to dog paws. A raccoon has long, thin fingers for dexterity.
