Verrado is very nice, also an easy commute to downtown Phx. The only thing I don't like about Verrado is the lots tend to be on the small side. If you don't care about having a small yard I would definitely shop there. It is a great community, very neighborly, kind of mid-west feeling, not your typical AZ tract of identical houses.
Keep in mind your commute when choosing. The east valley commute to downtown is slow going. My wife works at ASU in Tempe and her commute from Chandler when we lived there took the same time as her commute now from Goodyear (almost twice as many miles).
Tolleson and South Phoenix are more recently developed areas with affordable houses and nice neighborhoods. The problem with those areas is once you leave your neighborhood for, say, groceries you are in the 'hood. Those areas are mixed in with less desirable neighborhoods in close proximity. Your agent will be careful to avoid them when showing you houses but be warned. I would look at a google satellite shot of anything you want to buy first to see if there is any ghetto nearby.
My wife and I moved to Goodyear ten years ago. We love it here. It's nice and quiet and the city has a well thought out expansion plan. They do things right, they don't just approve anything that will get them a few extra tax dollars.
