i have mixed thoughts on this topic as to cost and efficiency.

The new engines will not do more than 10,000 revs per minute - current F1 engines spin at 18,000rpm.
funny thing is they are arguing for efficiency, but at race levels it's fuel = HP.
Period.
they've trimmed the frictional losses to a bare minimum in search of every last horsepower, so there is very little left to be gained there.
Only thing I'd be against is limiting the revs. F1 engines are known for that. Limit fuel, let them rev as high they want.
It'll be nice to see engine development again though. It was kind of boring just hearing about aero development the last few years with the engine freeze.
