Dumb question about weight savings in F1

So, if the cars have to make a minimum weight, why did the Honda go on the weight savings program in the middle of the season? Don't they just have to add that much more ballast? Or do they use every extra gram to make the chassis stiffer? I guess positioning the ballast where you want it (low and near the center) has advantages as well.

i cant think of other reasons than what you mentioned, but the FIA reduced the minimum weight by 50kg in the last season i think, that might be it? f1 cars had to weigh 600kg and now 550kg? so instead of reducing the ballast weight the wanted to reduce the car`s weight to benefit from more control on the ballast!
