All F1 cars will be replaced with Spec Miatas. Pit crews will be restricted to one person (plus the driver). Each team will get two engines to last the entire season. That should get the budgets down.

Of course, Bernie could charge the teams less money to participate in his race series, and the drivers less money for a "superlicense". But somehow I suspect those won't be the focus of the budget reductions.
