There are a million possibilities. I'd guess that it enhances the function of the front wing, but that's speculation.

I am an aerodynamicist, and no, that doesn't really make sense....

Looks to me like it's basically a vortex generator, designed to alter the airflow along the rest of the car. But it's pretty hard to tell based on the very limited view of it provided here.
