Damn poor guy, yeah it looks to me like the driver. It's a new car and I'm guessing it's a new driver as well. I think he messed up on two turns, 1st one he went off the road and lost a bit balance, then the 2nd turn he start to lose the Evo, and last turn he just try to catch up and went straight to the wall.

probably he had full insurance , so loser will be the incurance company. he ll be driving a civic for 5 years i m pretty sure after this accident
