The way I read it is states that the Assistance program part is suspended not the testing part. Am I reading wrong? If not

I think it supposed to read as a whole. I could be wrong but this is how I comprehend it. I'm gonna try to find time to call tomorrow. I HOPE I'm WRONG!

I'm just being devils advocate. Like I said I hope I'm wrong. I mean why discontinue a program that brings in $$?

Wouldn't in then read:

Wow...guess I got my car checked out in time for the tickets I got. (got it done July 29th)

What happens with all the tickets people got that needed a ref to inspect their car? Do they all just get dismissed now?
