Was there a body shop close by? There's a body shop by my work and I see cars in a similar state driving around sometimes. Maybe they just fixed something and needed to take a test drive around the block?

Hard to tell from a few years ago, but people that do extensive work to their cars and work slowly, but daily drive their car end up with cars like that. It could have been lack of funds. I know of someone in Orange County with one that was very similar to that not that long ago.
