See if you can get a Windows Xp install CD.. you basically want to boot to the CD.. it will load the (bluescreen) installation program.. when it allows you to.. press "R" to enter recovery console.. from there you are at a basic DOS screen type in "disable intelppm" then reboot the system.
fyi WinPE =Windows Preinstallation Environment I believe it's a windows Vista thing.. dont worry about it.

SP3 was a bitch on my laptop. I had to uninstall/reinstall three times before it completed without messing something up. No idea why it got corrupted or failed the first two times.

it installed twice and failed and i gave up and denied it to be installed.. then my computer got a boot virus.. and i had to reformat.. I think something else happened to my motherboard as well so my computer hasnt been running the same since the reformat... (took me to days to get it to install winxp all over again) my network device still doesnt work (built on motherboard) i have to use a wireless card for the time being.. which is pissing me off because i have a wireless mouse that is conflicting with it.. mouse twitches while downloading large amount of data..

Thanks Rollerboy...you're the man. Just my luck I found a brand new install CD at work this week. It doesn't matter that I don't have the cd-key does it?

Please understand this is just my experience and don't freak out:
Windows SP3 killed my wife's Toshiba laptop AND her boss' Toshiba Laptop.
We ended up spending ~ $400 to get her laptop fixed (even borrowing some NASA-level shit from a friend who specializes in restoring information) and ended up buying a new HDD
She lost a fair amount of information and we had to buy a program to stitch back together clusters of information that were scattered all over her old HDD.
Her boss' computer never recovered. Ended up replacing the motherboard and the HDD.
Long, long, long, long + painfull story short, it was explained to us that the new service packs are okay for 99.5% of all chipsets. But the few it conflicts with are BAD NEWS. Windows knows about the conflicts, but leaves it up to the chipset makers to warn their customers, thinking 'hey -- our software works fine except on your machine.'
The chipset makers figure, 'hey, our machines work fine without your software' and nobody does anything.
And we lose 2 computers.
Bad news. Service pack 3 is a curse word in my house.
