The guy is asking 4200 for that old four runner. I think that is way over priced. A 1994 four runner is priced on kbb as 1800$. What do you all think I should offer? Thanks!! And any insight on owner ship would be wonderful

Kbb is not an exact guide on pricing, more like a place to get an idea on pricing, which I find very inaccurate when it comes to older vehicles.
I would compare pricing of similar 4runners on Craigslist in that condition. I can tell you now, a well-taken care of 4runner any year should fetch more then 2k. Anything under and I usually find things that need repair or replacing.

Correct, KBB is more for banks to get an idea what the loan amout should be, so for more modern cars where loans would be used more for, KBB sorta drives the price accordingly, but for older cars it's a crap shoot. Like let's say the going rate for a 1991 240sx is... 3K for anything running in meh shape, how much do you think a 50K mile, original everything, in great condition car will go for?
Toyotas in general hold their value really well, especially older ones. A running toyota of any year essentially especially utilitarian vehicles like trucks (something you dont mind getting ugly). Price out an old running tacoma and you'll get the idea.
That is a clean truck and has alot of work done to it. Find out what other 4 runners are going for, figure out a number you'd feel comfortable with paying, and then go meet him person and haggle. How much do I think it's worth? I know around here a running smog passing 4 runner goes for a minimum 2000, if it's clean and well kept, maybe a little more.
These days it's hard to find craigslist gems, you know, 500 bucks for a clean running grandma's car with just under 100K, let alone for desireable models like 4runners.
