I wouldn't worry about this too much. California has a lot of outspoken, far left politicians, but it is also home to many centerist democrats and republicans. Not every Californian lives in San-Francisco and Hollywood. Riverside, San-Bernadino, and Orange County are all center or right leaning districts.
Ideas like this are incredibly stupid, and in California, some things like this have a chance because of the California Air Resources Board (CARB). CARB, like the emissions it tries to regulate, produces a lot of offensive hot air, but it has hard time doing more than that. If CARB stuck to it's guns, California would be full of electric cars by now. Instead, it faced up to reality, and listened to a well funded manufacturer lobby and relaxed it's zero emission standards.
Also, there might be some problems with the commerce clause in the U.S. constitution when a U.S. state bans a particular color of car that is legal in 49 other states.
Incidentally, I'm not sure what god and religion has to do with all of this. Can't one be a godless, homosexual, immoral wacko and drive a black car that gets 10mpg? I'm sure there are more than a few Priuses in church parking lots as well.

Why not just limit HP/weight numbers! HP = amount of gas consumed (basically, not necessarily true but its a good indicator) + weight = how much HP you need to get it moving!
Or just ban cars in general
