I think that some of you guys don't really get how powerful a symbolic gesture can be.
Remember September 11th? The terrorists killed 3,000 ish people, which in the grand scheme of things is a fart in the wind (in terms of numbers, I don't mean to in any way speak ill of the deceased). We all stand much greater chance of getting rubbed out by the flu or getting into a car accident. Yet most people readily fear the terrorists.
My point is that acts like this boot stunt don't have to actually accomplish anything and they don't have to make financial sense or whatever else your argument is. They are simply to make a point.
I'm not saying I think he should or should not have done it but if your argument against doing this is because it wastes the tax payers' money, I'm pretty sure that's not something that just never occurred to the perpetrator. He probably either didn't give a shit or that was part of the equation all along.

I respect cops that actually do their jobs a lot.
But cops that just nit pick and little shit and take advantage you are scum.
Like when I was turning right and the cop in the left lane turned right...right in front of me from the left lane. I wanted to flip him off or beep cause he was at fault but...my CR is noticable and I know he would get me later for something dumb
