NOT starting +95F temperature ambinet

dead daily driver, 1992 honda civic-vx will not start, not even a little, if the ambient is +95F. car itself hot/cold is dont care. replaced fuel filter + gas cap + fule. this did net a small 10% improvement. evenings/ morning when its cooler the car starts runs great, no indication of error. know i am kinda skipping over the electrical system issues.
the weather here has cooled off where i cant really trouble shoot the car proper so i am thinking a new fuel pump is the best. note; replaced the fuel filter + gas cap. plugs, wires, distributer cap are all new and the car runs great (even if itself is HOT) if the temperature is lo 90's or lower.
question:
-best place to measure fuel pressure on a civic-vx? does the gage need any special adapters?
-what is the probalility% that the fuel pump is the bad?

My CX was doing this the other week.
If you put the key in the ignition, and move it forward (not all the way to start the car) you should hear the fuel pump kick in.
If you dont the fuel pump is either dead, or the relay that controls it is dead.
In my case if i waited long enough the fuel pump would turn on. I removed the relay (right above the hood release lever on the drivers side) and resoldered all the joints. Problem has not come back since.
